Minutes of Annual Meeting
May 22, 2014
The meeting began at 7:00 p.m., Thursday, May 22, 2014 in the Woodbrook School Cafeteria. The first 20 minutes were used to allow attending homeowners to vote their color/composition preference for a new sign to replace the older deteriorating one at the Rt. 29 entrance to Carrsbrook Drive. Chosen was a sand blasted black granite sign with warm grey lettering, posts painted cool grey. At 7:20, President Dean Wenger called the meeting to order. Copies of the agenda, minutes and Treasurer’s report were available for attendees.
Minutes: Minutes of the 2013 CHA annual meeting were approved as submitted by Jane Williamson, Secretary.
Treasurer’s Report: Deborah Thacker, Treasurer, reported a beginning year balance of $1,765.49 and a current balance of $5,020.16, excluding any dues paid at this meeting. $3000.00 of the total amount was collected and earmarked for a new sign and landscaping; $980.00 was collected in 2013 as dues.
Chairman’s Resignation: Dean Wenger, President of the CHA for most of the past decade, announced his intention to resign effective immediately. His replacement and the rest of the slate were voted in as noted below.
Election of Officers: The slate below was nominated and elected.

Welcome
Kathi Marshall will continue on as Welcome Chairman.
She introduced new neighbor Pete Bullette and reminded the
block captains to inform her of any changes in their blocks.
Social (picnic)
Martha Leinbach announced that Sunday, September 21, 2014
will be the date of our annual fall picnic and she asked for
volunteers to sign up to help her.
Current Block Captains recognized and thanked:
Sue Bates, John Boring, Jim and Wendy Craig, Mair Devoursney, Pat Huber, Charles Krizek, Dick Lear, Melissa Malone, Kathi Marshall, Margarete Rice, Connie Stevens, Ann Marie Vinson, Jane Williamson. Replacements will need to be found for Jim and Wendy Craig, who are moving, and Kathy Marshall. Kathi will stay on, however, if no one else steps up. The duties of the block captains going forward will be somewhat simplified. In the future, notifications of neighborhood events to persons without computers will be made either by telephone or hard copy. Everyone else will receive notices only by email.

Dean announced the outcome of the vote on the sign color and composition and said that we might look forward to its installation within a matter of weeks. We also thanked Wendell Wood for his cooperation in this matter.
Home and Sign Maintenance
The area around the entrance sign after it is installed will need to be maintained. Bob Arms, Dean Wenger and Kathi Marshall expressed an interest in helping with this, with Wenger offering to coordinate this effort. Concerns were also voiced about the appearance of several poorly maintained properties in the neighborhood and of trash accumulating in the creeks and ponds, some of it thought to be from the recent construction of Gander Mountain. The CHA has no enforcement powers here, only whatever persuasive force we can manage to bring to the owners of these properties.
The Deer Issue
Martha Leinbach, Sue Bates, Pete Bullettte and Mair Devoursney will investigate the possibility of a multi-neighborhood solution to this problem.
Speeding
Speeding through the neighborhood has been a long-standing problem, both on Carrsbrook Drive and on some of the smaller streets and has remained, so far, an intractable one. No formal committee was appointed to look into this, but Laura Duke and Andrea Horne Denton are interested in the issue and may pursue it further.
Sinkhole at 210 Carrsbrook Drive, Eastlack property
Carrsbrook Drive may need to be closed to (1) repair broken drainage pipes between the upper and lower ponds as these pipes cross under Carrsbrook Drive and (2) to replace that section of road after pipe repairs are made. Effluent from the deteriorated pipes has created a dangerous sinkhole at 210 Carrsbrook Drive and may have compromised the integrity of the adjacent road structure as well. The situation is being reviewed by VDOT and Albemarle County.
